ClipMark

ClipMark is a fast, Shottr-style screenshot and annotation tool for Windows that lives in the system tray. It captures areas, windows, full screens, and scrolling captures using native Windows APIs for accurate window capture (including translucent apps), then offers an editor: crop, blur/pixelate, color picker, OCR text recognition, and bubble callouts.
